CIOFF Estonian Youth Commission
Cioff Estonian Youth Commission (CIOFF EYC) was founded on March 8th 2002 on the event dedicated to the 10th birthday of the Estonian National Folklore Council. As internal regulations constitute, EYC is a working group for youth under the guidance of Estonian National Folklore Council – CIOFF Estonian National Section.
The aim of EYC is to acquire and collect knowledge about Estonian folklore, to develop and support folklore activity: national and international folklore movement, to represent Estonian youth movement in international arena, to increase the consciousness about cultural heritage in Estonian society and to assure the continuity of Estonian folklore movement.
For the moment, the number of members of EYC is 15.
Internal Regulations CIOFF Youth Commission Estonia
According to the principles of CIOFF and UNESCO in the field of folklore, to the Estonian cultural policy, in order to preserve development and continuity of Estonian folklore movement, following document has been approved.
I General Statements 1. CIOFF Estonian Youth Commission (abbreviation the EYC) is a working group for youth under the guidance of Board of Estonian National Folklore Council (hereinafter the Board); 2. The mission of the EYC is to acquire knowledge about folklore, to develop and support national and international folklore movement, to make conscious of the importance of cultural heritage in the society and to assure the continuity of the folklore movement
II Structure 1. EYC consists of members, chairman and vice chairman.
III Membership 1. The member of EYC can be any Estonian citizen in the age of 18-28; 2. In their activities all the members of EYC are supposed to follow the principles and ideas of CIOFF and should not harm the reputation of Estonian National Folklore Council in any possible way; 3. The member of EYC should to take an active part in the activities of EYC; 4. To take part in activities of international folklore movement the language skills on necessary level are needed; 5. A new member to the EYC is accepted by the EYC meeting’s positive decision and the Board’s approval on the basis of submitted written application 6. To finish the member status, an appropriate application to the ENFC is needed. 7. The member status will finish automatically when a member, without sufficient reason, has missed the work of EYC for one year.
IV Regulations of activities 1. The working methods of EYC are: - meeting of members of EYC, where all the decision about EYC’s activities are decided; - independent activities of members (participation in events, representation of EYC in national and international level); 2. The decision-making is based on consensus, voting is needed only in appearance of problems. 3. Every member of EYC has one vote. 4. To pass a decision, a majority of votes of meeting participants is needed. 5. The meetings should be summoned at least once a quarter 6. All decisions must have an approval of the Board. 7. EYC is accountable to the Board 8. The costs of activities of EYC are financed by the budget of Estonian National Folklore Council.
V Management 1. EYC is managed by the chairman and vice chairman (in the case of absence of chairman) 2. Chairman and vice chairman are elected by the members of EYC 3. The candidate with most votes shall be a chairman. 4. The candidate with most votes of the rest candidates shall be a vice chairman. 5. When candidates are equal in votes, decision should made by the Board. 6. Chairman and vice chairman are elected for one year. 7. The obligations of chairman: n preparation and leading of the meetings n administration of information n representation of EYC and management of public relations n cooperation and accouyntability to the Board
VI Amendment of Internal Regulations of EYC. 1. Amendments can be made by the meeting of EYC 2. To pass an amendment, at least the majority of votes is needed 3. The amendment must have an approval of the Board.
This document has been accepted by EYC in May, 17th 2002 and has been approved by the Board of ENFC in May, 20th 2002.
